CS FOR SENATE JOINT RESOLUTION NO. 39(RES) was read the

Senator Hoffman moved and asked unanimous consent that he be                   
allowed to abstain from voting due to a conflict of interest.                  
Objections were heard and Senator Hoffman was required to vote.                
                                                                               
The question being: Shall CS FOR SENATE JOINT RESOLUTION                       
NO. 39(RES) Relating to the U.S. Environmental Protection Agency               
draft National Pollutant Discharge Elimination System general permit           
for placer mining in Alaska, pass the Senate?  The roll was taken
